Philly rosary maker and retailer Laina Yeisley tries to make sense of the recent "stay" of enforcement by the Consumer Product Safety Commission concerning lead testing as dictated in the Consumer Product Safety Improvement Act 2008 which goes into effect February 10, 2009. Despite the one year stay of non-enforcement and suspension of the requirement of certification and lead testing, the law will still hold retailers responsible for lead levels in their products.

Hard to understand. You aren't alone. CBS3 in Philadelphia is having trouble making sense of it all, but is on the job!
