What is a skirmish fight?

It's a series of short fights, in this case, Both fighters have their life reduced to 25% and must win 15 rounds to win the match.

Why Haruhi?:

She got updated to add more moves and combos (and better AI) causing her to be much harder than her previous incarnation.

Why is Konata in here?

First: Lucky*Star and TMoHS (well the anime) was produced by KyoAni

Second: Konata once cosplayed as Haruhi in an episode featuring the Comiket.

Third: Same Seiyuu (voice actor), evidenced in the same episode as above episode where she (Konata) imitated perfectly Haruhi's voice.
