This happens all the time in India and poor countries. Railway lines should not be operating near civillians, and railway stations should have gates, fences, elevated platforms, and fences to keep off the tracks.

At most the train would have been doing 100 - 110 Kph....
India do have the tracks to handle any faster than that...
Like here in Australia, best we can get in 170 Kph.
