We also have a serious suicide problem because of council tax and debt collectors.

The simple answer to your question and probably all of them is......because its meant to be like that, its meant to be so confusing and mind boggling you dont do anything about it......you see they dont want you to know all the power is yours anyway because you give it away on a daily basis to these idiots :)

yes, withhold council tax! Power in numbers. The middle classers have been taken for fools for far too long. A revolution is required. I was in the council tax phone queue for 72 minutes today! They'll hound you when they want your money to squander but when you need to enquire about a mistake THEY'VE made - we wait 72 blimmin minutes for help! Sigh.
