It is probably because the train is 16 cars long including the reserve tender. Its probably a little much even for a Hudson, and CP probably doesn't want work 2816 too hard.

The GEEP is to help on grades & to push the train through tunnels so that the blast of steam from 2816 doesn't dislodge decades of crud caused by the diesels to fall down on 2816 or the passenger cars
