It was developed by a company called Compile, the rights to the series were transfered to Sega (which held the arcade distribution rights) when Compile went under.

to be honest, SEGA made this game aswell... I think they changed it to "Dr Robotnik" because they knew it would sell more over here with something like that slapped on it...
Which is probably why the artwork resembles that of the "Adventures of Sonic the hedgehog" cartoon...
