It doesn't look that bad off, really. I would take it to a luthier and see what they can do with it. Good luck. Post a vid when you get it playing again!

Wow! That is a gorgeousa mandolin. Were it mine, I might try simply filling the cracks with a high qaulity wood filler and glueing the machine head back together (always remembering to be ghentle with it afterwords). It certainly wouldn't look as beautiful as it was originally, but as you said, the neck is straight and if it were then playable it's uniqueness would make up for the ugliness of the wood filler. Please keep us up to date on the project, would love to hear it played!

Sorry, no idea how to help! But if you get some good advice and restore it you will have to post how you went about it.
