Lyric is by Robert Tannahill but melody written (or written down from an old air) by Alexander Campbell and known as "Lord Balgonie's favourite". Writers often composed a new lyric for old songs in the 19th century and earlier. Burns never composed a tune to my knowledge for example.
It's a a lovely old folk song in Scots, the lowland dialect we can understand (as opposed to the Gaelic, another language). I think the lyrics were written by Robert Burns. One of my favorites.

@kiikiu No he didn't, the composer of the music for the movie cam across the tune and used it for his puposes. It's by Robert Tannahill. ;-)
