Unfortunately I think JHSH is one of the many agencies that continues to throw the same old statistically ineffective 12step "treatment" at ALL of it's clients without even telling them of secular support alternatives to those with substance abuse issues.

But of course Cicilline would reject the budget. It makes too much sense but hey, we got a very nice P for only $100K.
