if you connect them at the bottom instead of the top, you won't need a second spigot.

he has two barrels and two spigots plus a connection pipe. If he placed the connection at the bottom and not the top of the barrels, they would both fill up and over flow like they do now, but he would only need one spigot to drain both.

You make a good point but the design of the holes in the tanks does not allow access to the bottom interior to make a good seal. A second idea would be to use the faucet holes to build a connecting pipe, then branch a single faucet off this. As long as the soffit vents are added in the slave tank (or something similar) the connecting pipe would allow the water level to stay even in both tanks. Extend the pipe and you could add countless tanks using a single source of water and single faucet.
