This is a run of San Andreas on the PC by Daniel 'CannibalK9' Burns, his time was 6:09, and he uses 28 segments. Now, I haven't watched this whole run yet (plan to do soon), but from the segments I saw he seems to have optimized the crap out of this game. Plus, just look at the finish time, pretty impressive for a game this size.
