While I understand your thought, in practice it has not been an issue. Rotary clubs maintain the signage, tubes and develop educational programs.

You don't have to be a trained rescuer to render aid. Kauai has many people who grew up at the beach and are familiar with local currents, tides and waves . When you grow up on an island you learn to swim young and many teens take lifeguard training though service clubs and the Jr lifeguard program. Surfers and fishermen have been rescuing people for years, mainly tourists who rarely swim in the ocean. This is a wonderful program and should be applauded not criticized.

So what your asking is to have an untrained person put themselves in harms way by potentially entering int a rip current with a distressed person that could grab them and pull them under as well.Seems like a bad idea all around!
