Based on the date of upload and look of gear+play style and stuff, looks like the cap was 14 at the time. Long before hirelings or purchasable buffs. Looks like buffs were ranger buffs and a few from in-game items, like the ring of stoneskin, and gh belt. This is obviously pre-shroud, you can tell cause he is using wounding&puncturing, has top top gear, but no greensteel = pre shroud.
This video was uploaded over two years ago, and who knows if it was even uploaded at the time of recording.

You didnt solo tor, you were out of mana and practicly almost dead when you finished the first 5 minuteso f the qest. Good job...i guess lol

you can pull the switches by having a hireling do 1 switch while you do the other

Well, he/she did the only soloable part of the quest. You need to pull two switches at the same time to open a gate to continue.
