If we redistribute under a social democratic perspective who determines the common standard of living?

The hardest part of changing this is going to be the actual transition from capitalism to socialism. And considering that those in power (both major parties) have the uneducated lower class on their side, this becomes that much more difficult. How to you change the opinion of the brainwashed uneducated masses?
