Going to hobbiton right now is a better time then any, all hobbit houses, fences, roads, bridges, vegetation and everything has been rebuilt. EVEN THE GREEN DRAGON!
Due to the filming of the hobbit its all been rebuilt, but weather or someother reason made it not possible to film yet. So if anyone wants to see hobbiton, go right now.

yes it does. the whole thing is kind of commercial and you need to pay entrance. but its worth it. never saw such a beautiful nature place before. this place is somewhere out in the nature. nothing artificial around in this area.
