This flickering becomes more visible with static screens, and solid colours (like a white screen/desktop). Perhaps that's why you only see it on PC. The refresh rate using HDMI is usually fixed at 60hz, but using your pc connection with VGA you should be able to change the refresh rate. Refresh rate must me changed on your graphic card properties/configuration. There is no option to change it on the TV. Anyway, I don't think changing the refresh rate will make any difference on the flickering.
