Granted, overall contact rules in the NFL have softened up but then again if you read about the physical and mental difficulties ex-players have, they have no option but to adjust. Every sport has adjusted itself. Boxing went from 50 round affairs, to 15-rounders to the current 12-rounder where a doctor can stop the fight. Motor racing tracks have become sanitised. Just the way it works. The NFL would be liable to huge court cases if they never valued player health.

I'm not 100% sure on League regulations but Union does actively police dangerous play. Tip tackles/spears & high (neck) tackles are penalised and in the case of the tip tackle, heavily penalised. Rugby players more often than not know when they're in trouble when committing either of the two. The NFL is attempting to stop flagarant shots aimed at the head and neck, much like Union wants to stop tip tackles.

I agree, some tacklers have poor form, though it's not a matter of hits. It's tackling in general. Can't go high. Can't go low. Can't tackle this guy too hard, etc.
Good point about Rugby, but think about this for a moment. Let's see someone one day come into the Rugby League and start punishing and fining players for the injuries and broken noses, and poked out eyes and taking the roughness of Rugby out of the sport.
