this is definitely hand drawn, not on a tablet. and it looks like the frames were photographed, they'd be alot clearer and brighter if they were scanned.
if we have a tablet, then we draw directly into the computer, clean them up rite there we dont need lightboxes. it's a much faster job! hope this has helped.
tell ya what, why dont u search "how to animate in classical 2D" here on youtube. i'm sure u'll find ur answer.
the purpose of having it lit from below is to see the previous drawings in order to make the new drawing correctly and ACCORDING to the old ones. these drawings are usually very rough (like the one u see in the video). they're roughly shot on a camera and the sequence is previewed and judged. this is called a line test.
after finishing with all this, the drawings are then cleaned up (i.e. placing a new sheet over the rough drwng and creating a CLEAN version of it) and are scanned into the comp.

well what u saw here was classical 2D animation. each and every mvment u see is a drawing on a paper! a blank sheet is placed on sumtin called a lightbox that has a translucent disk which is lit from below. we then draw on the sheet. then place another blank sheet on top of it to draw a progressive pose of the drawing. this goes on till we finally have enuff drawings that tell an action.
