PUBLIC VOTE OPTION Constitutional Upgrade 28.0 inserts 18 hard words into the 1st sentence of the 2nd paragraph of Article I section 7:

...Every bill which shall have passed the House of Representatives and the Senate, OR AT THE DISCRETION OF CONGRESS, EVERY COMPETING VERSION OF A BILL HAVING GAINED THE PUBLIC VOTE MAJORITY, shall, before it become a law, be presented to the President....

As stated in White House petition, the PUBLIC VOTE OPTION https://wwws.whitehouse.gov/petitions/!/petition/promote-public-vote-option-c... is purely a psychological restoring force in that Congress has this OPTION right now without an amendment, via JOINT RESOLUTION, binding on only Congress itself to pass along the PUBLIC VOTE MAJORITY winning version of a bill to the President.

This video appeared on Paula Zahn's NOW program several times a night on the background monitors explaining the new debate format...even seemed like "Decision Team" CNN Washington Bureau Chief David Bohrman was talking about it saying "When he asks that, the candidates are just going to (then the camera cuts away)." Well what could any presidential candidate or media commentator say about how a bill really becomes a law...except both parties have America living a lie. Now that the 1980-2012 Reagan-Obama borrow-and-spend Deal with the Devil is coming due in the global Sovereign Debt Crisis.

THE ART OF WAR "All warfare is based on deception." is bank and campaign managers creed. Wherein SunTzu says Moral Authority is #1 constant factor to the Victorious. Hence a PUBLIC VOTE OPTION is means to regain US Moral Authority--in the continuously created now.

In practice, of the PUBLIC VOTE OPTION, moderation would prevail. Since the competing Republican and Democratic versions of a bill would need to be written away from party base extremes in order to gain the PUBLIC VOTE MAJORITY. In a process that would re-strike the BALANCE OF POWER, effecting the line-item veto and campaign finance reform, via re-directing the CASH FLOW. Thus pulling out of the MSNBC/CNN/FOX spin, which talking-heads are all spinning at higher and higher RPM's on top of their necks.

INITIATIVES aka privately written laws are NOT supported. PUBLIC VOTE OPTION legitimizes present govt by competing private-sector polls, and focus groups--now configured to find out what lies to tell to get through continuous campaign election/news cycle.

One thing the conservatives, liberals, and communists all say is: "Eventually the government will just wither away." Global Sovereign Debt Crises are proof Moral Authority has already withered away (i.e., sleeps with the fish).

It almost looked like they were going to put this question up during the Democratic Debate in July, right after the questions on healthcare and taxes...it was on the background monitors a few times every night during the CNN weeklong show explaining the new debate format...but then the infamous snowman question came up. Now however, for the Republican Debate, it has all the seriousness the spin doctors, such as Bay Buchanan, are looking for regarding how a bill really becomes a law...

And possibly more. I am not a "communist" or wtv, but I just beleive when it's up to lobbyists and corporate America to set policy, things are very wrong. I mean there are examples everywhere. Do you think the politicians who recieve 100,000$ ranging up to 800,000$ from say.. the insurance companies in America are going to revolutionize medicine, and take money out of the hands of intermediary companies? Same goes for oil. I think that America is in worse shape than anyone realizes.

Right bjhorton2005, this is why so many are at their wits end over how to stop the hostile takeover of individual freedom...and environmental survival in a broken system.

It's all an imbalance between corporate/captialist vs. socialist/humanist forces. Re healthcare the challenge here is to come up with a plan that can pay for expanding coverage, while preserving the profit motive for medical advances...by first fixing the process to provide a motive for bringing the competing plan forward.

Nice video. I am sorry it took me a while to get to watching it. Our biggest problem in America, the one that stems all other problems is our cut-throat capitalist way. I am in no way against it completely, but there are areas that it is not appropriate. Public libraries, school systems, sometimes power grids are somewhat socialist. At least they are mainly socialist ran-free programs. Healthcare should be another of those.

I support 100%. Fact is, our Congress has no idea most of the time what exactly is in the bills they are voting for! They're written by lobbyists and far too often never even read by Congress and the Senate. So, it would first require Congress to actually do the job they're elected to do and that is make/form policy. Right now, their main job is campaigning.

If I had to guess the candidate most likely to answer the question directly, not changing the subject, it would be Congressman Ron Paul from Texas. Senator Gravel of Alaska read the book described in (more) above on 5/29/2007 and came out in his "Take Back America" video of 6/22 for a National Initiative...which is a fatal error, I believe.

True. It's the Elite Knights vs. Barbarian Fodder. The Knights are taught to rule by war, terror, famine, and psych ops. However leaders can only lead where the people will follow, and corporations can only sell what the people will buy. The concept is to channel the dynamic towards spiritual growth via a maturing of the democratic process.

I agree with your point. However, I do not think real discussions and real questions are what the ruling elite want. They want smoke and mirrors so they get what they want. The people are just cannon fodder.
