Just to add to my comment most kids would not know or even feel the difference with the insoles they would go to waste.

Think about it if you wear a size 6.5 or under which is considered kids size how competitive are you going to play? No matter how much anyone can say that 7th grade basketball is competitive reality is its NOT. So why would Nike provide extra insoles and lose money. Sure it's probably cost a few dollars to make but multiply that by thousands and a big business hates losing revenue.
Also sorry to burst your bubble but Nike youth size shows are made with far cheaper material than adult sizes and
