As the first Dalek leader said to Davros in Genesis of the Daleks, "we are programmed to adapt in any way necessary for survival." Of course Davros programmed them with the belief that aggression was the only way to survive.

The Cult of Skaro was created to think of new ways to adapt, kill etc...
which is why Sec thought of this...as he described how humans always seem to survive...

The cult of Skaro where the only four daleks left and Sec as the leader was of the opinion that in order for the Daleks to survive they would need to become hybrids.
The whole plan back-fired in the end as Sec and two of the other Daleks were killed. There is only one Dalek left now.
