Razak's decision is based on common officer training: one of your primary objectives at all times is to keep your men alive, because without your men you are incapable of fighting the war they are trained for.
Officers who spend soldier's lives like candy tend to do extremely poorly: it's a bad way to lead, and is generally highly ineffective in warfare situations, since sacrificed lives do not automatically mean success.
Sometimes all they mean is somebody die for nothing.
