I think the statement means that Kerry voted for the 87 billion before he voted against it. Is there so sort of Liberal translator tablet that we were all missing on this?

Check your facts because there was no 'flip flop." Kerry voted for a bill which provided the $87 billion along with reversing Bush's tax cuts for those making $400,000 or more a year.
When that bill failed to pass, Kerry voted against an entirely separate bill providing the $87 billion alone.
A tiny portion of that $87 billion (well less than 1%) would have financed body-armor. Money for that body-armor was added to another bill instead.
