So what exactly is special about this? It's basic functionality. What I'd like to see is the ability to drag windows apps across both screens in coherence mode. That is currently not possible

what the hell are you talking about, parallels hasn't been around for 10 years yet. As for "ya you can", no you can't. If you have a monitor that is exactly the same size as your laptop's screen you can, but if you are running coherence mode on only one screen, you can't drag windows onto the other screen.
