many meetings during the cuban missle crisis were designed to set policy and posture for example meetings with African diplomats to assure limited access to soviet bombers to refuel etc... but wasn't sure who they were thanks for this

the man to the left looks pretty much like my neighbor Kunta Danburough-Falahali, an nigerian immigrant who likes to cook fish and has a dog named Fidel Bum. But i'm not sure if he was in the US at that time.
Don't know the other guy, he resembles nobody from my neighborhood.
