Part of the reason that it's so loud is because it's being run in a blow-through configuration. This is fine for centrifugal (i.e. Rotrex) or even roots-type (Eaton) blowers, but the twin-screw blowers have an internal compression ratio. The compressed air pops out of the charger's outlet port in little packets, resulting in the 'singing' sound. if the throttle had been placed before the charger, it would have reduced the noise, heat and parasitic load on the engine on all but full-throttle.
