Hello There!!! I tried all of your Steps exactly and the Publication and Subscription were created Successfully.
But I am getting error as ... "Request to run job... refused because the job is already running by User sa" and also I cannot see any Any Subscription on the Subscriber under Subscription Tab.
I did everything, restarted the SQL Agent, Checked running Jobs, but no Help.
Please Help me in this.
