did u freeze the picture, create some overlay from the skater
put it back into the zooming video that u let it move to the side?

dude this is like pritty basic after effects stuff. you asked for a tutorial? making a good tut takes hours... how ever there is a site videocopilot follow there basic training and take a look at there tuts and you will probobly making movies like this in a vew weeks or so

hey, yea as dizzip said there's plenty of tutorials around. video copilot, creative cow.
The camera was still, at different intervals i cut out the skater, created different layers for each one and animated them to create the staggered effect.
Check out how to do camera projection to fake a moving camera.
I saw the effect on a wind/wake surfing video, forgot which one, but the guy that did it did an awesome job.
