It is hostile only towards gentiles that go against Israel..
It's blessing the Gentiles who follow the 7 laws and are not hostile towards the Nation of Israel.

Although Rabbi Kahane says in The Jewish idea, that it is not a Mitzvah to love Gentiles, you know he was referring to those gentiles who are hostile towards Israel, Judaism and the Jewish people. But those Bnei Noach, like myself, who love Israel and the Jewish people, i am certain he would admit that it is a mitzvah to love such G-d fearing, G-d loving people as yourself....
This man indeed was a prophet.
