There's a tradition of this kind of performance further east, for example Rumania -- the long rhapsodic introduction that swings into the dance tune after a good soulful improv. It fits well enough with this music too. Who knows? Celts are much wider spread than the British Isles in Europe. Or the idea might be carried over by Romani people, like so much else. They are everywhere, and traditional musicians know where to find them.
@TheJudokaa Actually the whole thing is a hornpipe called The Rights of Man - the start is his own slowed down (and rather haunting) rendition of the melody, then he speeds it up to its proper tempo in the second part.
