this may seem naive but is this budget for some television coverage? I'm guessing 200k wouldn't cover 4 month but since I have no idea and it was a project for TRNN for as while, maybe it does...
Heard that all these releases by Wikileaks are really not the Top Secret or For Your Eyes Only. Even Hillary Clinton said they were not all that important because are not the official policy making route.

I don't understand how's come the USSA claims a right to "secrecy"---

I know where you're coming from and that's exactly how I feel about a lot of the media talking heads, Richard Armatage is the classic example.
But forgiveness has to be a part of our worldview at some point if we ever want to move fowards. I'd suggest a good benchmark is:
a: Do they acknowledge it was wrong?
b: Have they paid penance, for example, do they work to right their wrongs?
c: Will they ever commit a similar crime again?
I think Wilkerson qualifies.
