It's a question of instant death (deep sea) versus dead in 30 seconds (space). The ocean is cheaper to get to because you don't need rockets, but the submersibles themselves are advanced far beyond any space capsule.

14 seconds of being exposed to the vacuum of space results in your skin and fresh boiling. Being exposed to the aybss of the ocean would cause your lungs, heart, and skull to implode and cave in. both sound deadly to me.

The subs help countries all over the world. They offered to help with the Russian submarine incident but they wouldn't talk about it. And at those depths any help would just be a salvage mission. How are you going to change a fuse or access a wire that you can only get to from the outside? You can't, so of anything happened to the sub there is no way of surviving that. There talking about search and salvage missions for military etc.
