COMMODORE VANDERBILT" Miniature Railway at Skegness 1959 Became 'Henry' at Ferry Meadows, Peterborough in the late 60s, after a short spell at Thorney Wildlife Park. Since 2007 back in private hands in the Lake District.

Yup, this is definitely Skegness, but it is also for sure 1959 - so now more confusion :( Everything else on the movie reel is 1959 and as 2 of the people in the film did not live in the UK it could only have been filmed then [or during years earlier].
The loco appears to be the 1950 E.Dove built "COMMODORE VANDERBILT" which initially ran at Gwrych Castle (Abergele) and then moved to Skegness. If your 1959 date is correct this would be Gwrych Castle but I'm fairly certain it is actually the Skegness Miniature Railway.
