"The Orlando Sentinel reported in August 2008 that Justice had signed a talent deal with Nickelodeon and that the network was developing a new sitcom starring the actress. The new series will take place in a performing arts school and premiere in 2010"

nydailynews.com says,

The new series will be set in a performing-arts school and feature original music."It's not going to be like 'High School Musical,' where we just break out into song - it's going to be more about taking classes and doing performances," Justice said. "And there are going to be real issues to deal with, like boys and school problems - stuff kids can relate to."

Variety reports that the 16-year-old starlet will play a new girl who attends a performing arts high school. Victorious will be in keeping with Dan Schneider shows, Nick exec veep of development and original programming Marjorie Cohn said. Theyre character comedies, sitcom format. Dan has just tapped into what kids think is funny and relatable.
