I think it can be said that Phelps, with all his numerous world records, gold medals, and pure stamina in the water... he is by far the best documented swimmer to date, period.

what about federer, woods and schumacher? they all hold world records in different sports but they're still human! and yes biedermann beat him, but so what? who won the world championship 12 times? who won 8 medals in one game? i want to remind everyone that phelps said being beaten makes him swim better-he beat biedermann in every race after that.
