He's in love with a girl who's an insecure/emotionally screwed up/heroine addict and she she tried swallowing him up in her dark web of drug abuse/dysfunctional relationship. Black balloon = heroin is sold in black balloons (hence the name of the song). Essentially her loved her so much but couldn't save her from herself.

agreed ! all the lyrics are an allusion to heroin -use [TRULY ONE OF THE WORST DRUGS EVER] sadly i've known  some people who've fallen into that hellhole! all i can say is that this is great song that articulates that well and if you find yourself in such a trap seek help i known it seems infinitely easier to say rather than do but it may be the bravest thing you could do!!
