This is exactly why pet limit laws are a good thing! Sorry but there's no way in hell she keeps all the apartments clean and has proper medical care for all of those cats. There's no way that those animals are fixed where they can't reproduce and cause more problems. Yes, collecting aka hoarding IS a mental illness. It's not an "extreme obsession", it's a mental illness.
