There are a lot of issues related to neighborhood councils-The biggest issue being lack of stakeholder outreach and participation. That being said, no one should be against the Brown Act which attempts to make governmental bodies and action transparent. I would ask: What do you have to hide? And why should anyone prevent a neighborhood council from forming? Is that fair to the stakeholders? If an existing neighborhood group is strong, they should easily win seats on the new NC.

As far as the HOA. It is a single party political system, with no free press and no independant judiciary...BANANA REPUBLIC.
