If the public perception that the land in question will and/or is stolen, the land will l be worthless to business. Because one can not conduct business with a hostile public. It will not matter how it is seen in the eyes of the law. That it is lesson of the Kelo case. If one make the case that the land has archeological value that will end case for a long time and maybe forever.
