He covers the mark with paint from his thumb leaving what looks like a blank space then with another part of his thumb he places a prepared wet ink impression of that mark from the lower part of his thumb onto the other end of the dollar making it looked as if he dragged the mark across the bill when all he did (quite skillfully) was cover one mark in one place and leave a new one in another.
