It's been two years since the death of Director Jenny Shepard. Leon Vance stepped up to become Director and took over NCIS. October 17, 2010. A terrorist organisation led a tactical assault on the FBI buildings at Quantico. By the time the assault on the FBI building ended, the group had also led an attack on NCIS. While NCIS and the FBI recover, the CIA has taken charge on the case. Trent Kort has been placed as 'lead investigator', though Gibbs and the rest of his team are already investigating.

Leon Vance is comatose, and with the assistance of Trent Kort; Jenny Shepard came out of hiding. Her death was faked, returning to NCIS; she took over the role of NCIS Director. It's now the Summer of 2011, the NCIS building has been fixed. A memorial statue stands in the middle of Quantico to commemorate those who died that day in October 2009. The CIA still hasn't found who was responsible for the assault, but all leads point to Trent.

Things have changed in the world, Kort has gone underground; leaving Gibbs to track him down and get answers. There's new members on the team, though Tony; Ziva and McGee as well as Gibbs are still together. Ducky still works down in Autopsy, Jenny and Gibbs had a one night fling in Japan; leaving Jenny pregnant and confused. Jenny returned to Virginia and is now 'office bound'.

Vance woke from his coma, greeted by his wife and children; before being placed under arrest for terrorist connections. Like the files say,
