It's more than just what is and isn;t true, often it's what something means or what consequences it will have. In America every news story uses the words 'might' and 'could'. There's almost no certainty in the US because nobody 'important' want's to go 'on record' as having declared anything. Fact-finding and verification takes forever. In the end hesitation, mistrust and paranoia win out and in those cases the easiest thing to do is pick a faction and hope it takes care of you if/when it wins
