In terms of weaponry... "heat" from an intense source COULD be reflected/focused onto a target. But a better method would be a laser (of whatever frequency) or a plasma weapon.

Take a look at the american military's Project Marauder (and the shiva star capacitor bank)... it's not all that far fetched.

Actually "heat" can be described in multiple ways... technically it's just the jiggle of particles. But Infrared light can also be seen as "heat" in a more classic sense.

Basically, a heat ray is any EM radiation (or particle wash) which increases the "jiggle" of the particles that make up matter.
So actually, a heat ray can be reflected/redirected by a number of different means, including (but not limited to) a sort of mirror.
