No, not nessicarily.
Many of the shots belonged to the police officers you see in the video, shooting out the deadbolts from the locked labratorys.
The shooter chained up the main entrances with notes saying if opened it would create a explosion.
Although yes, you may be correct. The video was shot during the second part of the shooting which took place on the second floor.

can someone explain the visuals. obviously there are gunshots killing people, but who are the people the guy is videoing? they're walking too calmly to be bistanders and they're in a group so it's not the murderer.
