It's the Central Booking where cops bring the perpetrators in from the local precinct for arraignment. Due to the situation, cops have to park near the Central Booking to bring out the perpetrators to avoid any chance of an escape. If the law prohits them from doing so, then you'll see more perps running loose on the street for an attempt to escape just because cops have to park couple blocks away for a parking spot.
