no, its not a blood elf or dk, but a high elf.

in wow high elves (or highborne) have sapphire-blue glowing eyes (but have more variation according to lore, including green eyes) and blood elves have only emerald-green (glowing?) eyes to show their magic addiction / fel magic influences.

@kate4maximus although high elves cannot be played, you can simply change your model ingame w/ some mods / change the texture/color of the eyes.........there are so many ways
