I am baffled as to why the MLPA's don't have sea urchin harvesting as part of the overall plan. I really think that they law makers need to think things through before they ban all fishing. Sea urchin harvesting will ensure healthy kelp beds and provide the environment they need to achieve their goals. As a side benefit, it will create jobs. Everyone hates commercial fisherman, but in this case, they actually provide value to the environment.

This video makes a good case for managed take of red urchins from urchin barrens inside marine reserves to help restore ecological balance.
