I suppose you could do the exact same thing for cinnamon:
Cinnamon: mix shavings of the cinnamon with regular vegetable oil.
Lemon:
But with lemon it's actually alot easier: all you have to do is squeeze the zest/rind (make a pile of zest and squeeze it using something like a garlic press.)
OR you could mix shavings of lemon zest/rind with regular vegetable oil. (as you would with cinnamon)

I've always thought you had to distill it the fragrance from leaves. I'de have to try this out. It seems like a no brainer
