Georgia: UN says Russian air force shot down aircraft over Abkhazia
27 May 2008 -- The United Nations Observer Mission in Georgia (UNOMIG) has concluded in a report that a Georgian reconnaissance drone aircraft that crashed in Abkhazia last month was shot down by the Russian air force.

Ah, there is a disputed area in the North of Georgia, where most people who live there are ethnically Russian.
This creates...difficulties.
Technically, in a geographical sense, the spy plane was over Georgia. But it was spying on the mostly Russian people there, so Russia feels it also has a right to "send a strong message" to leave "its people" alone.
Hence the problem.
