    Why not look at it as a bit of both? It always has to be one or the other with so many people. While people will do bad shit and they should be stopped, it's also worth preventing future incidents. No system will be perfect but helping people lead lives that don't necessitate armed robbery means fewer people getting hurt and fewer people wasting their lives.
